How to remove white rings on walkway pavers?

How can I tell if my grass seed will grow based on the fact that top soil used was poor quality?

I recently had a landscaper put a layer of top soil over my yard and seed/fertilize it. After 10 days, the kentucky Bluegrass seed is starting to germinate (in patches). Since I had the top soil laid out, I’ve had many people tell me it looks more like fill than topsoil. It has a lot of small rocks (slightly larger than pebbles). My question is, should I have the entire thing skimmed and re coated with quality top soil, re seeded/fertilized, or should I just wait and see how the seed I planted does? Will I really get a decent lawn with poor topsoil?
