Why is one sprinkler valve is skipped during watering cycle?

My landscaper replaced a solenoid and now it seems that that valve is skipped over during a watering cycle. I checked the wires and it seems like they are correct: the colored wired is connected to the ground wire and the other wire is connected to the next valve in the line. The time clock was not changed, but the valve for that section cannot be turned on from the time clock. What is wrong?

Like, are there any good below-ground wire repair products to ensure that the wire doesn’t short from moisture?

SibeMom asked:
My front steps are damaged leading into my home, I have a landscaper coming soon to fix them, but until then I do not want to be responsible if someone falls on them. We have homeowners insurance, but until they are fixed, can I post “Use at your own risk” signs on them?
